        List of observed positions of Phoebe. For each CCD frame
	we have: the year, month, day and decimal fractions of UTC
 	days, corresponding to the mean instant of the observation.
 	Followed by right ascension and declination (topocentric
 	coordinates). The reference system is defined by the mean
 	equator and equinox J2000.
