ANALYSIS OF THE SUN AND PLANETS OBSERVATIONS IN 1984-1994 WITH THE ERTEL-STRUVE VERTICAL CIRCLE AT THE KISLOVODSK MOUNT STATION A.V.Devyatkin, K.G.Gnevysheva, A.G.Svidunovich Pulkovo observatory, 196140 Saint Petersburg, Russia Regular Sun and major planets declinations determination are carried out at Pulkovo observatory high-mount station in Kislovodsk (h=2100 m) with Ertel-Struve vertical circle since 1984. During 1984-1994 years more than 3500 Sun and planets declination were obtained. The new differencial method of determination of Sun and planets declinations in FK5 system was used. This method gives the opportunity to take into account real conditions of the instrumental and the anomal refraction during the day-time. To analysis the instrumental system the mathematical model according to star observations is created. While observing Sun and planets the periodic changes of anomal atmosphere refraction with waveband of several days and more were discovered. To calculate the phase effect we use new method in which the following factors are taken into account: planet shape, the law of light reflection by planet surface and atmosphere, photometrical non-homogeneity of reflecting surface and its changes in time, scattering function of the registration systems, schift of planet image during the signal accumulate time, chromatic refraction, measurement method of planet image. This method can be used for visual, photographical, photoelectrical and CCD - observations of planets and their satellites. While observing Sun, planets and stars chromatic refracti- on is taken into account. The accuracy of observations for the entire observational period was estimated with the values (O-C) and is about ^c0.4". The first 11 years determinations results of declinati- ons of Sun and planets allowed to obtain preliminary corrections to FK5 system.
